The 88 gunshot incident that occurred in Syuejia District remains unsolved. Another police scandal also happened in Tainan, where the prosecutor found a substitute for a hit-and-run crime in November of last year and believed that the police officers were involved in negligent oversight and sheltering of a criminal.
The atmosphere at Tainan Madou Precinct appears quite heavy, as the day before, the Tainan District Prosecutors Office directed the Agency against Corruption and other relevant units to search the police station, among other places, and brought back 10 police officers including the Squadron Chief and Captain, for interrogation. The cause of this stemmed from a drunk driving hit-and-run case that happened in mid-November of last year, where the prosecutor discovered during the investigation that certain police officers were allegedly involved in sheltering criminals, allowing the perpetrator to find someone else to take the blame.
Hsu Chia-lung, Deputy Chief Prosecutor, Tainan District Prosecutors Office: “In investigating the case where a male surnamed Hong committed a hit and run and afterwards found a male surnamed Yang to take the blame for it, the three police officers at the precinct obviously knew about it yet still handled the case accordingly. Thus they were involved in crimes of providing false statements as public officials and sheltering criminals.”
After interrogation, of the 10 police officers, four were listed as witnesses while three of the remaining six were allowed to leave without bail. Squadron Chief Wu received bail at NT$100,000, while the then police station chief and officer-in-charge received bail at NT$80,000 and NT$60,000 respectively. In light of this huge police disciplinary scandal at the Madou Precinct, the city police department quickly instituted punishment.
Lin Chung-hsing, Director, Madou Precinct, Tainan City Police Department: “The Squadron Chief was transferred to our station as Division Assistant. As for the Captain, he is demoted to Jiali Precinct as Section Assistant. I will personally petition for self-discipline.”
Fang Yeang-ning, Commissioner, Tainan City Police Department: “I feel very unfortunate that this is not something I can change in one or two days, but I promise that as long as I remain in this position, I will strive to break this unbecoming organizational culture.”
It was rumored that the hit-and-run perpetrator is a member of the Friends of the ROC Police Association. Confronted with such blatant collusion among police officers and friends of the police as well as local personas, Fang Yeang-ning expressed that the police will face this honestly and break such unbecoming culture. However, while the Syuejia 88 gunshot incident remains unsolved, coupled with this police scandal occurring in Madou Precinct, the Tainan police really need to get their acts together to avoid further public criticism.
